Republican Foreign Policy Proposals under Donald Trump for 2024
NATO, Ukraine, and European Allies
Former President Donald Trump plans to fundamentally reshape America’s relationship with NATO if he wins a second term. He has suggested that Europe should reimburse the U.S. for nearly $200 billion in munitions sent to Ukraine and has not committed to providing further aid to Ukraine if elected. During his previous term, Trump reduced defense funding to NATO and criticized the U.S. for contributing more than its fair share. On Ukraine, he claims he could resolve the conflict before taking office, though he has offered few concrete policies. Trump indicated Ukraine might need to cede territory for peace and proposed conditioning further aid on Kyiv’s willingness to negotiate with Moscow. Despite expressing openness to sending additional aid as a loan, he remained largely silent during debates over a $61 billion aid package.
China, Trade, and Taiwan
Trump has proposed significant new tariffs and trade restrictions on China and some European allies. His Trump Reciprocal Trade Act would allow for retaliatory tariffs on countries with trade barriers against the U.S. He suggested a universal 10% tariff and at least a 50% tariff on China, alongside ending China’s most favored nation status. Trump aims to implement strict restrictions on Chinese ownership of critical U.S. infrastructure and ban Chinese ownership of American real estate. On Taiwan, he believes it should compensate the U.S. for its defense and has stated that China would not invade Taiwan under his presidency.
Mexico and Narcotics
Trump intends to designate Mexican drug cartels as foreign terrorist organizations and authorize the Pentagon to use special forces against cartel leadership and infrastructure. He has proposed deploying the U.S. Navy to blockade the cartels and invoking the Alien Enemies Act to deport drug dealers and gang members. This act, dating back to 1798, allows for the deportation of foreign nationals during wartime, a law that civil rights groups and Democratic senators have sought to repeal. The new Republican platform also supports relocating thousands of troops from overseas to the U.S.-Mexico border to combat illegal immigration.
Conflict in Israel
Following the Oct. 7 attacks on Israel by Hamas, Trump has called for the destruction of Hamas, although he has not detailed specific policies. He has promised to take a tougher stance on Iran, which supports several groups designated as terrorist organizations by the U.S., including Hamas. Trump also proposes deporting all “resident aliens” who sympathize with Hamas, referring to U.S. permanent residents or green card holders.
Climate
Trump has vowed to withdraw from the Paris Agreement, an international treaty aimed at reducing greenhouse gas emissions. He previously exited the accord during his term, and the U.S. rejoined under President Joe Biden in 2021.
Missile Defense
Trump has pledged to develop a state-of-the-art missile defense “force field” around the U.S., with the Space Force playing a key role. This defense system, likened to Israel’s “Iron Dome,” is part of the Republican Party platform.
Summary
Trump’s proposed foreign policy for his potential 2024 presidency includes significant changes to NATO funding, increased tariffs on China and allies, aggressive actions against Mexican drug cartels, and a strong stance on Taiwan and Israel. He also plans to withdraw from the Paris Agreement and develop an advanced missile defense system.
